Central Valley Rails to Trails Foundation


The seven Central Valley Rails to Trails Board members serve for a minimum of two years with staggered terms.  Changes to the Board membership are made by the existing Board.  In July of 2007, the membership will be increased to nine members.  Elected officers include the President, Vice President, Treasurer and Secretary.  Members serve on one or more of the Foundation’s committees (Conceptual Plan, Events, Fundraising/Grants, Information Materials).  The Board operates under the CVRTF Bylaws, consistent with the Mission Statement, and actively participates in the Foundation’s annual event – TrailFest.  The Board meets quarterly and members attend monthly CVRTF Community Meetings.

List of Board Members

President Elizabeth (“Betsy”) Mahan (2008-2010) was returned to the Board of Directors at the 2008 Annual Meeting, and will once again serve as President.  Mahan is a public affairs consultant and equestrian.  She has been active in CVRTF for eight years working as the liaison to public officials, and as the webmaster for the CVRTF web site.

Vice President Kathleen Jacobson (2007-2009) was elected to serve as Vice President at the 2008 Annual Meeting.  She has been an active member of CVRTF for several years, sharing her skills as a landscape architect to create maps and preliminary concepts for the trail. Jacobson works as a Landscape Architect for the State of California in Sacramento and is a runner and equestrian.

Treasurer Nancy Myers (2007-2009) was elected to serve as Treasurer at the 2008 Annual Meeting.  She has been a CVRTF volunteer for seven years, and was part of the winning team at several chili cook-off’s.  Myers is active in organizations promoting natural resource conservation, as well as the Sheldon Community Association.

CVRTF Founder Mary Upham (2008-2010) has been promoting the CCTC rail trail since 1997.  She launched the Foundation in 2000 and has been its inspiration and active participant since that time.  Upham is an equestrian and has been a 4H leader, trail maintenance volunteer, past president of the South County Horsemen’s Association and CVRTF, and member of the River City Quilt Guild.  She is an administrative specialist, supervisor for the Facilities & Design Construction Department for the UC Davis Health System, and is a quilt and fiber artist.

Douglas Baker (2008-2010) was re-elected to the Board at the 2008 Annual Meeting.  He is one of the founding members of the Foundation and has used his extensive background in grant writing to direct CVRTF’s grant committee.  Baker is the founding principal of Acorn Tree Associates – specializing in intergovernmental relations.  He is a certified Economic Development Finance Professional and a member of the National Development Council since 1991.  He served as a director of local Volunteers of America programs during the 1970’s and held numerous titles with the State of California including staff member to Governor Pat Brown.

Rick Henderson (2007-2009) was elected to the Board at the 2007 Annual Meeting.  He is the principal in his marketing materials firm - Upromoit, and works for the Elk Grove Unified School District.  Henderson has been active as a liaison to running and walking groups.

Dr. Robert Hunter, DVM (2007-2009) was re-elected to the Board for another two-year term at the 2007 Annual Meeting.  He has been the host of the TrailFest event for the past three years, and has been active in the Foundation since 2003.  As owner of the Hunter Stallion Station and his large animal veterinary practice, Dr. Hunter has been valuable in communicating with local farmers and ranchers on the benefits of creating the trail.

Ron Kampling, (2008-2010) was elected to serve on the Board at the 2008 Annual Meeting.  Ron is the Director of Guest Services at Mercy General Hospital where he also promotes alternative employee commuting options.  His efforts have been awarded with the EPA’s “Best Workplace For Commuter” designation.  In 2007, Kampling created the Mercy Cycling Club for Mercy employees as a means to promote cycling as a healthy lifestyle.  Today, the club boasts over 100 members.  As the Executive Director of the cycling club he serves as a member of the City of Roseville Bike Trail Task Force, the Sacramento Bike and Pedestrian Study Group, and the City of Sacramento Community Shuttle Advisory Committee.

Jim Roxburgh (2007-2009) was elected to the Board in 2007.  He is a native of Sacramento and has lived in Wilton with his wife Quincey and son Zach since 1998. Jim is the Director of Cardiopulmonary Services at Mercy General Hospital. He is the former co-owner of Fleet Feet Sports in Fair Oaks and Roseville. Jim co-founded the Tri-for-Fun triathlon series in 1984 and co-directed the American River 50 ultra run for eight years. Roxburgh is an avid runner and biker himself.  He has competed in the Western States 100 Mile Ultra-marathon, numerous iron man triathlon competitions and local bike races. During the week he commutes on his road bike to Sacramento. Roxburgh sees the development of the trail not only as a great recreational opportunity but as an alternate commuter route to Sacramento.

Board Secretary Patricia Baker (seen here with Kathy Jacobson at the Woodbridge Winery Chili Cook-off) was appointed by the Board to serve as Secretary. She has been involved in CVRTF for many years, most recently serving as the facilities coordinator for TrailFest 2008.  Baker is an active participant on the chili competition teams and looks forward to riding her bike on the CCTC rail trail.
